(C104 SCHOOL LANE, DOWNHOLLAND, WEST LANCASHIRE BOROUGH)
(TEMPORARY PROHIBITION OF THROUGH TRAFFIC) ORDER 2020
NOTICE IS HEREBY GIVEN that Lancashire County Council intend to make an
Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as
amended, the effect of which will be to temporarily prohibit traffic on the roads
set out in this notice.
1. No person shall cause any motor vehicle to proceed over that length of
C104 School Lane, Downholland from X6616 Plumb Court, Downholland
for a distance of 35m in a Westerly direction.
2. Nothing in this order shall apply to persons engaged in the carrying out of
the works.
3. The prohibition will be operative from 0800 hours on Saturday 24th
October 2020 until 1700 hours on Sunday 1st November 2020 or until
completion of the works within this period.
4. An alternative route for vehicular traffic affected by the closure is via:-
C104 School Lane, Downholland – C105 School Lane, Downholland –
C105 Black-A-Moor Lane, Downholland – B5195 Black-A-Moor Lane,
Downholland – A5147 Delf Lane, Downholland – C104 School Lane,
Downholland and vice versa.
The temporary prohibition is necessary to allow the installation of two new
manholes in the carriageway and a new sewer connection to be carried out under
a S50 licence by Oakwood Construction Ltd.

“In The Know” Information Service

We would like to introduce a Lancashire Talking Community tool through our In The Know messaging system. We have over 45,000 residents in Lancashire who subscribe to the system and Neighbourhood Policing Teams use the system to send police messages to streets, wards or districts. In The Know is supported by Lancashire Fire and Rescue Service and Lancashire County Council. 

Lancashire Talking is a community tool and we are inviting residents to answer a few questions to identify their top 5 community issues, so their local Neighbourhood Police Team can prioritise problems in their neighbourhood on the issues that matter most to the local community.

The system can be considered a modern day digital version of our traditional Neighbourhood Watch Schemes and PACT meetings to identifying community concerns, but is more effective as we can involve thousands of residents in setting priorities and we can provide residents with instant updates.

Parish Council Meetings resume in June via Zoom

We will be having remote meetings via Zoom from June 9th 2020.

The Government have now issued the regulations that give local authorities greater flexibility in the conduct of meetings, including allowing members to attend remotely, and for public and press access to those meetings. These ‘Regulations’ (The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020) came into force on 4 April 2020.

The next meeting of Downholland Parish Council will therefore take place on Tuesday 9th June 2020 at 7.30 pm using ZOOM and the agenda will be published on the website downhollandpc.org.uk at least 3 clear working days before the meeting is due to be held.

Community Skip in Haskayne

Don’t tip it, Skip it! With many of us spending more time at home this can often mean we have more waste. We are providing community skips in different areas on different days between 9.30am and 2pm to help residents dispose of some excess rubbish to prevent fly-tipping as Lancashire County Council has closed the household waste recycling centres.

These skips are for all residents, not businesses, and are for getting rid of excess domestic waste and small amounts of garden waste rather than furniture or other large items. Please remember the whole community needs to use these skips when thinking about how much rubbish to dispose of in them. The following specific items cannot be put in the skips: oil, paint, tyres, fridges, freezers, gas bottles, asbestos.

Anyone who has large items to dispose of can use our bulky household waste collection service. We are sorry but this service can only currently be booked online.

Please stay safe when bringing waste to the skips and remember government social distancing guidelines. Stay 2 metres (6ft) away from other people at all times.  Residents will be expected to put rubbish in the skips themselves.

Items that CANNOT be disposed of in the skips are:

  • Oil
  • Paint
  • Tyres
  • Fridges
  • Freezers
  • Gas Bottles
  • Asbestos
  • Trade waste
  • Commercial waste

West Lancs Together: Helping you if you are vulnerable

West Lancashire Borough Council, in conjunction with all local health and community partners supporting West Lancashire, have launched a new Local Support System, West Lancs Together, which will offer support to those most vulnerable within the borough.

This will offer help and support to those who have been identified by the NHS as being at risk of severe illness if they contract COVID-19 and have been asked to isolate themselves (referred to nationally as ‘shielding’) for a period of at least 12 weeks. We understand these extremely vulnerable people may not have a support network to rely on and West Lancs Together will pool together resource to be able to provide support with food, medicines and social contact during this phase of isolation.

Please be aware that we will be prioritising those who will not be able to rely on family and friends for practical support while they remain at home. If anyone is feeling vulnerable you can contact the service so we can understand your needs and what level of support we could provide.

Parish Council News from the Spring 2020 Kit Newsletter

Looking out across the fields, across the beautiful area we live in, it’s hard to believe what’s happening in the outside
world. The positives I’ll take from all this, are the actions that recent events have prompted. Far and wide people
are reaching out, stepping up, and offering help where they can.

Downholland Community Association have offered to help with shopping if people are unable to go out or are self isolating, and the Resident Association are busy compiling neighbourhood lists matching up those offering help to those in need, and they are even starting a book loan scheme now that the mobile library service has been
suspended. Both organisations have our heartfelt thanks, as do all the others in our community who are looking out
for one another.

More details of both groups’ efforts and contact details are contained in this edition of KIT.

I’ve included below the contact details of many local business who are now offering help and deliveries to our area –

Please consider printing the updated list for anyone you know who needs
it and doesn’t have access to the internet.

For now, all Parish Council meetings are obviously suspended but the park remains open (please follow government
advice about safe distances) and similarly, for now, the Post Office remains open every Monday 11 to 1 from the
Pavilion.

Update: the children’s play area is now closed, and we’ve taken the decision to protect our employees by asking them to stay at home. Consequently, the bins in the park won’t be getting emptied, so please help us out and
take your rubbish home.

I’m struggling to get this edition printed and distributed so apologies that some of the content will be out of date in the midst of rapidly changing events. I’d like to express my thanks to Cllr. Gareth Dowling from Rosie Cooper’s office, Kev from Price Right Print and Cllr. Ele Gawne for their efforts in making sure this edition is delivered.

Play Area Closure

Following direction from West Lancashire Borough Council and Government advice the children’s play area on Haskayne Jubilee Fields Park has been closed.

The rest of the park remains open for now but please exercise common sense, observe social distancing guidelines and avoid crowds.
